Gloucester, MA, a town born and raised on commercial fishing, is in trouble. Armed with video cameras, three high school students document the crisis engulfing their town and attempt to answer the question - “Where are all the fish?”. The students canvass the town and in the end, we learn why the teens' relatives and neighbours are out of work, why a lifestyle that has supported their ancestors for generations is on the brink of disappearing, and why there is hope for the future. The social changes Gloucester is undergoing stand as an example of the challenges being faced by many communities embroiled in battles over diminishing living resources.
