Nearly 2000 factories have been built at the US - Mexican border. For years the workers were badly underpaid and environmental regulations were not followed or enforced. With the creation of NAFTA, the border's problems began to come to light. The central focus of “Borderline Cases” is the bi-national effort to craft remedies for the border's deteriorating environmental conditions.
